Former federal prosecutor and the first-ever Chief of the Health Care & Government Fraud Unit at the U.S. Attorney’s Office for the District of New Jersey, Maureen A. Ruane has joined Mandelbaum Barrett PC, as a partner in its Healthcare, Litigation and White Collar Criminal Defense practices.
At Roseland-based Mandelbaum Barrett, Ruane will focus her practice on handling virtually every aspect of healthcare-related matters; representing entities and individuals in federal government, state, and regulatory matters (including prosecutions, investigations, audits, and inquiries); conducting internal and other investigations; addressing all aspects of compliance matters; and proactively advising on crisis management to best protect clients from financial exposure and reputational harm. Her clients include public and privately held companies, as well as executives and other individuals who require assistance while investigating, responding to, and/or affirmatively pursuing or defending against claims by government, state, and regulatory authorities, or against other adversaries.

As a distinguished healthcare lawyer with the U.S. Attorney’s Office, Ruane directed and supervised its prosecutions of both criminal and civil healthcare fraud offenses. She also directed and supervised its criminal prosecution of other government fraud offenses, including tax and environmental matters, as well as its criminal investigations and prosecutions under the Foreign Corrupt Practices Act (“FCPA”). Ruane supervised and directed the successful prosecution of more than 70 healthcare fraud cases and the conviction of more than 150 defendants for healthcare and other government fraud offenses. Under her tenure, the Unit recovered more than $510 million in settlements, judgments, fines, restitution, and forfeiture under the False Claims Act (“FCA”), the Federal Food, Drug, and Cosmetic Act (“FDCA”), and other statutes.

Prior to joining Mandelbaum Barrett, Ruane was a healthcare consultant and advisor. She also served as the vice president and head of U.S. litigation at Novartis, where she conducted major internal investigations, provided guidance in all U.S. litigation matters, handled, and oversaw all significant and group material disputes, conducted compliance and ethics investigations, and created and applied compliance policies and procedures. In addition, Ruane was a partner at Lowenstein Sandler LLC in its White-Collar Criminal Defense practice group, and she was the Chair of the firm’s Healthcare Litigation, Investigations & Compliance group.
Admitted to practice in New Jersey, New York, Pennsylvania, the Southern District of New York, and the Third Circuit Court of Appeals, Ruane has been recognized by The Best Lawyers in America©, Chambers USA: America’s Leading Lawyers for Business, and New Jersey Super Lawyers, and she is rated AV” Peer Review by Martindale-Hubbell. In 2019, Rutgers Law School named her as a “Distinguished Alumna” of the year. Ruane is a member of The Association of the Federal Bar of New Jersey, the Third Circuit Bar Association, and the New Jersey Bar Association. She earned a J.D. from Rutgers University School of Law and a B.S., with honors, from Rutgers University.
